I don't think I tried that method to the letter, but the admin panel suddenly appeared for me.

Am getting an image error when trying to create a new character (https://www.comicbookuniversebattles.com/index.php?/gallery/image/7687-f5uqmzfwgaecin01jpg/)

I've tried logging out and logging back in and clicking the Control Panel before and after. 

Am I doing something wrong?

Convert it to a png and try to do it with that image.

The rename character function for Character Admins appears to be missing on character profiles.

Is there a way this can be re-instituted or is there a newer alternative means to accomplish renaming a character that I am unaware of?

It's there for me. Try loggin out and back in and see if it's there.

Is it possible to delete images entered into the alt image folder? I added some images accidentally before resizing them to 300x300 and then added the appropriate ones.

You should be able to by clicking on the square check box when looking at the image in the gallery.
