I do totally see your Viewpoint.  
However, if this were a Tier 4 slot, the character would actually be underpowered.  They rate him a Low 4 at peak.  So he does not neatly fit there either - there are better options if we are picking Tier 4.

I guess if you split the difference then he is a Tier 4.5.

Hmmm, am tempted now to review my pet character. Thought Abu was a bit of an outside and interesting choice, but not liking his chances against the powers/size/intelligence of Lockjaw and Battle Cat!

I'll hold on for now and have a think about it.

I don't think you played in Season 4.  The challenges were not really combat challenges.

More like "Which pet would sell the most Pet Food" and  "Which pet can perform the most entertaining tricks".  Things like that.

The slot is just re-using the same challenges.

Look below to see how the animal characters fared in Season 4.  Battle Cat and Lockjaw are both big losers.  Who knows, maybe they will have a better run this go around but I'm honestly shocked that anyone picked them.

Funny you mentioned this. If 13 was the max age for that slot last season, then Hiro, who is 14, pretty much snuck into the Draft.

I hate to bring this up so late in the drafting process, but I think Chloe Bourgeois might be too old for the Precocious Child slot. The max age for this slot is 13, and I think Chloe is fourteen, just like her classmate Miraculous Ladybug.
