This looks like a tough match for Prince John, considering that Magica De Spell has... er... spells.  However, Magica's track record is hardly filled with glory and her actual magical abilities vary but are generally limited to a few gimmicks.

See, Prince John already has what Magica wants - wealth.  Cold, hard cash is all it's gonna take to fix this situation and Prince John has it.

He can sponsor Belle's Dad's inventions, get them out of that poor town and set Belle and her Dad up in style.  That's game over for the Beast. 

He can buy guards to keep people from getting near the castle which is again game over for the beast.

There are really any number of options available to the villain who has a lot of gold to spread around and grease the wheels.  He could even hire Magica De Spell to do it if Prince John thought she was worth it, which clearly she's not. How is it that Magica is still after wealth after all these years?

Prince John has the greatest superpower of all. He's wealthy.

A lot of this depends on where they are in the story when he tries to keep them apart. If they've already met and started to fall for each other, then funding isn't going to do much to Belle directly. If he tries the bodyguard bit, and they're already smitten, Beast can almost certainly scare them off. A paycheck is a paycheck, but it's not worth your life

The problem with that is that Prince isn't smart enough to think things through that cleverly. His main shitck would be to just wall off the damn place as long as he's alive, which isn't guaranteed to stop the curse forever even if Belle can't do it. Magica may struggle against Scrooge, but I think she's at least capable of tweaking a curse so that it can't be broken by regular means.

Prince John and his money might make it extremely difficult for the curse to be broken but Magica’s spells can make it impossible for the curse to be broken. She can alter the curse so that the conditions are harder, she can possess either Belle or Beast and make them act like jerks to each other, heck she can have her shadows physically take Belle away from the castle. So I’m leaning Magica right now.

Eh, when it comes to starting/maintaining magic curses, I bet on the magic user just about every time.
