1) Restructure to a simpler mechanic, one that's more friendly to the players and would allow it o move along much easier...

Agreed (don't think a RTS is really possible though).

 

Well, okay that last part may be a little unfair, so I guess we could do some other stuff with them. We could make them unclaimed land/anarchies, neutral territories, or just have them be nations hostile to everyone.
