I’ve never seen Shape of Water, what does it mean for Connor if he’s a “creature” in this scenario? Does he lose his looks, his ability to talk or think? I think I need a little more info on just what this scenario does to the lady killers.

No, the scenario doesn't predispose that the Conner is a fish creature.  It simply says he's locked up in a government science facility.

We might assume because somebody figured out he was immortal and they want to figure out how he ticks.
