I think Perry. He is less often shown as somebody who is bumbling, and while I have high appreciation for my man Darkwing, it does come to bite him in the ass more often than not when he's in hypothetical matchups.

Going for Drake Mallard. He may have some pratfalls, but it is not an Inspector Gadget situation where he falls into victory thanks to others. He steps up when the time calls for it against a wide variety of villains.

Tough one, but I'm leaning toward Perry simply because Darkwing has his arrogant and bumbling moments. I have a feeling that one of those moments may crop up for DW before the misunderstanding is cleared up.

I’m leaning DW because he has more experience fighting a variety of different foes, whereas Perry only really has Dr. Doofenshmirtz as an enemy, and Doof isn’t exactly a foe that can challenge Perry physically.
