Huh. Both villains are just about evil incarnate. It might come down to who you believe is more evil and powerful.

And I think who is a better manipulator would be a strong factor as well. 

From what I've seen from Mostropolis, they're just like people with everyday jobs. They not evil so following an evil powerful beings may not necessarily be what they would want to do but following one that manipulates can certainly be a key factor

I like Chernabog here.

For one, he is a monster.  He doesn't need to overcome the issue Monsters have with Humans.

For two, he doesn't need to manipulate.  He just shows up. 

He's gigantic in size. He spawns demons and undead. He's overpoweringly fearsome.  He literally becomes lord of monstropolist immediately just by showing up.

Maleficent could do the same by just using her dragon form though

That is true.  In a situation where it's a fight between Chernabog vs. Maleficent in Dragon Form ... I think Chernabog still wins it and defeats the dragon in combat.

I actually have to wonder if Maleficent could raise a fist against Chernabog seeing as how he summons all evil to his side.

I like Maleficent and she's a top shelf villain.  I just think she's outclassed by her opponent in this particular challenge of city domination. My 2 cents on it.

I meant more presenting herself as a fellow monster than combat angle

The reasoning is sound. Chernabog is a monster, not a far stretch to see him ruling a city full of monsters.
