I don't think either of them could trick Scrooge out of money, but Pete is definitely the more proven schemer here.

One's most a brute, while the other's a brute and a schemer at times, Pete might win marginally, especially if he can team up with some DuckTales villains at the same time.

I think we need to give Gaston his due here. 

His plot to frame Belle's father by setting him up as mentally ill and have him rounded up, thereby putting Belle at his mercy was both evil and successful.

Gaston has some proven scheming chops.

Further... Gaston doesn't look like a villain!  He is beloved in the town.  A hero.  He's the kind of guy McDuck is liable to open a relationship with which will give him an inside track.

Pete would set off McDuck's spider sense.

Liking Gaston's chances here.
