Cap has beaten Panther in a fight before, so Cap > BP > DS. Makes perfect sense. Several things wrong with this: 1) This is Ultimate Captain America. That was 616 Panther and Surfer. Ultimate Cap. has not had the chance to beat down on 616 Panther that I'm aware of. 2) That feat is probably the premier example of PIS from the previous decade, and definitely one of the most horrid examples of PIS in comics, ever. In fact, from what I've heard, it was so horrible the writer later apologized for writing it. It doesn't get much worse than that. It's like Surfer was somehow brainwashed into thinking he was a hapless human being instead of someone who could create a singularity inside T'Challa's cranium with a thought. 3) ABC logic only works when considering characters with exactly the same power sets and skill sets. It's possible to use ABC logic when assessing a match up of a DBZ fighter vs. another DBZ fighter, but not much else. 4) PIS. I cannot stress that enough. Ultimate Captain America is better then 616 Cap physically and in some of his feats so yeah Ultimate Cap would beat 616 Black Panther. Oh and yes Black Panther would beat Slade. They have roughly the same strength(both are stated as "having the strength of 10 men.", which puts their strength somewhere between 1800 and 11.000 lbs, roughly 800 Kilograms to 5 tons). Both have roughly the same Transport speed(moving from point A to point B.), with Cap having an edge. Both have roughly the same Stamina, Durability, Regeneration and Agility. Cap has the advantage in combat skills(and arguably experience). While Deathstroke has the advantage in Movement speed/Reflexes, and to a lesser degree, the advantage in Mental capabilities. Deathstroke also has the advantage in equipment, though that advantage is somewhat lesser in this match since he doesn't have his Energy Lance or other random equipment he usually carries, like high-powered flash bangs(he carries one powerful enough to incapacitate Superman), explosives, etc. Deathstroke's biggest advantage in this fight, is his strategical/tactical skills. While Cap is good(probably the closest to an even match that Deathstroke can find), he is eventually gonna be out-maneuvered and out-thought by the assassin/mercenary. As for the comment on Deathstroke being Immortal. Yes, he has died and revived 'on-screen', on more than one occasion. And no, he did not lose his eye when Oliver Queen put an arrow in it, he lost his eye when he was shot in the head by his wife(guess his Healing Factor was busy dealing with the more important stuff, like his brain). No. The 616 version of Cap would have the extra disadvantage of his non-killing, boyscout mentality. The fact that Ultimate Cap is actually a Soldier, willing to do what it takes to win, is a good part of what makes him an extremely even match for Deathstroke. Granted, the 616 version of Cap arguably has more experience than his Ultimate counter-part, but I don't think the slight advantage in experience is enough to offset the disadvantage of the mindset.
