I mean, Banner made himself the monster. Banner has also made quite a few monster inside of his own mind combined with gamma such as Joe Fixit, Devil Hulk, and Professor Hulk

This is a tricky one. If they have to fully resurrect a body like Victor did, then Victor probably has the advantage, but Banner is probably smarter
