This is going to be a tough one. Supergirl had shown to outrace The Flash but that was Dark Supergirl, Kara's dark half which became its own separate entity when she was exposed to Black Kryptonite. But whether or not that applies to Supergirl is debatable although I think it does.

Also, I am not sure which Flash she outran, whether it was Barry or Wally.

This is gonna be tough but I am going to go with Kara on good faith.

This is really tough because the Flash doesn't have access to his highest tier hax because they would put him above the category. Most versions of the Flash are faster than most versions of the Kryptonian heroes, but he's going to have a lot less strength and durability
