Recruit Henchmen

Again, I think the Mandrill has this easy. First off, if they're allowed to recruit henchwomen, then the Mandrill can recruit an almost unlimited number of them. Second, the Riddler is usually depicted as a relatively solo act. At least the versions of him that stick out in my brain, like the one from the Arkham games, are misanthropic, self-righteous know-it-alls who don't like to work with others because he sees them as beneath him. Don't get me wrong, I'm sure Riddler uses henchmen, but his personality is entirely off-putting, he's an insufferable genius who sees everyone as being beneath himself, and he has no people skills. At least the Mandrill can get some hench-women to follow him very easily

I assume Riddler cannot just grab Query and Echo and needs new henchmen. I am in the Mandril camp on this one.

While I lean Mandrill, the fact that we can assume he's dragging mind-controlled women into the sewer against their will makes it an unpalatable vote.
