I'm pretty sure Mercy's magic goo is pretty much a cure-all, isn't it? If that doesn't work, she probably loses, but if it does then she wins very easily

The challenge asks us to judge who is better at diagnosis. 

I would say Mercy is super good at diagnosing when people have traumatic physical damage like gunshot wounds or when they are literally on fire.

Otherwise, she'll tell you she's not a miracle worker and to take two and call her in the morning.

I would say the Holographic Doctor would probably be better at a subtle and non-specific symptom like a cough.

Mystery illness and the like are pretty common in Star Trek and the Doc has discovered and cured a fair number himself.

He is also overly attentive and curious to and about those around him. So he is likely to notice something is wrong before others, including possible the person with the cough.

It also doesn't hurt that he's got the entire Federation medical database at his disposal.
