I actually think Ryoko seems stronger here. Both are stated to be universal, but Omega Shenron's universal scaling is pretty dubious to me, and the main tipping point for me is that Ryoko seems to have much stronger hax, going by her wiki and Vs Battle entries.

I thought these matches were supposed to be like Marvel vs DC or Anime, DC vs Marvel or Anime, and Anime vs Marvel or DC. But it looks like Umpire drew people to compete against their own slot and not one of the others for the final round.

The death match routines use slot vs. slot.  I would have had to have defined which slot faces which slot.

Seemed to make the most sense to have the contenders compete in their own universes for the most fair apples to apples comparison.

As to this battle, I like Ryoko here.

Ugh. This is where more actual feats from Omega Shenron would be helpful. 

I will state again, though, that Omega Shenron should easily be stronger than his creator, Black Smoke Shenron, who destroyed several surrounding galaxies immediately upon his own birth.
