Since Sailor Moon is in her Eternal form, she should have enough power to counter even the most powerful Green Lantern.

Apparently Pre-Crisis GL is Multiversal? That seems to be from scalings from PC Superman. I don't see any feats that concretely put him up that high, but maybe they're out there. Pre-Crisis could be very inconsistent, so it's probably just some feats of him keeping up with Superman and people Superman couldn't easily defeat. 

If he is that strong, then he wins, but I'm going to need to see evidence for it

He should in fact scale to Pre-Crisis Superman, on top of being Green Lantern being one of the only beings in the universe to be able to survive the changes imposed by the Crisis on Infinite Earths.

Despite her power Sailor Moon always seems to lose the first rounds of whatever she's fighting that episode, until the second round hits. I don't think GL will give her a second round.

As I said though, this is Eternal Sailor Moon. Technically she won against monsters the first time she transformed.
