My feeling is that the Spectre is on a slightly higher tier. I’ll wait for arguments before voting.

So, as far as I know, the consensus is Dr. Fate > Dr. Strange, and the Spectre >> Dr. Fate. Yes, Dr. Fate has stalemated Spectre before, but only through specific circumstances, and when the DC Universe needs to fight off a multiversal threat, The Spectre is the one to step up and slap it around. It would be a good fight with Strange's tricks and he could get an odd win here and there with shenanigans, but Spectre wins more often than not

Both Strange and Fate have occasionally been able to take on top entities in their respective universes, but they both had to temporarily conjure up power beyond their normal ranges to do it. 

In just a random encounter, the Spectre should just about stomp.

Yeah, Spectre should be able to deal with Doctor Strange in a random prep due to Strange being utterly unprepared for characters of the Spectre's calibre for the most part.
