Realistically, both. But I don't think they'd be on Clayton's case. His is too far disconnected from the things that Mystery Inc. usually deals with. So, solely cause of that, I'd have to go with the Evil Queen.

I'm inclined to agree. Clayton seems the type to get caught by the Mystery Inc gang. I don't think they would fare well against the Evil Queen. She would likely have them running scared.

I'm going to have to make a case for Clayton. 

Clayton would probably just shoot his gun at the gang, no badguy has ever actually used a real firearm against Mystery Inc... I think. That would be scary for them.

The Evil Queen they would just assume was a fake witch or would deal with her like "Scooby Doo and the witches ghost."

This is an interesting match.

Mystery Inc. doesn't usually have to deal with hardened murderers.  The Evil Queen will happily give poisoned apples to the gang.  Clayton would have no compunction about shooting the dog.

I say both could do it, but the Evil Queen does it with style.

As for this match-up, I didn't see the end of Disney's Tarzan, but I think I saw enough of the film to guess that Clayton wasn't anything more than a seemingly reserved but (maybe) crazed game hunter. In that case, the Queen should have an easier time scaring off Scooby and the Gang, and if that fails, even poison their pizza to finish them off.
