Tramp can roll a meatball with his nose.  So, he's got that going for him.

Dino is a dinosaur so the crowd may be entertained by that alone.

Tramp being a stray dog, probably doesn't have any training or tricks under his collar. Dino is at least a Dinosaur, which counts for something I suppose.

People would clap immediately if Dino was presented, but I don't think he's got anything impressive going on for him. Hell, he's BARELY under control in any episode he's in. I know this cause Fred is always yelling at Dino to sit still and Dino NEVER listens. I bet if you told Tramp to sit still he would. That should be enough to win it for him.

At the very least, Tramp is easily smarter than Dino. He once convinced a beaver that a dog muzzle was a log puller. He's also charmed his share of humans. 

I'm also willing to bet Tramp could learn tricks more quickly than Dino would.

I feel like while Dino would be wow enough for a crowd, tricks are just not his specialty.

He only spoke for that one episode, though, and that ability was promptly ignored by the writers after that.

Meanwhile, as I alluded to, Tramp can talk to various animals to convince them to help out. From there, it may be just a matter finding the right animals to assist in making an entertaining show.
