-Sephiroth can access his Safer-Sephiroth form and Sephiroth Reborn form.

Considering that Sephiroth's been infused with and even tainted part of The Planet's (Gaia) lifestream in FFVII lore-- that would make him unbelievably powerful. More so than he was before the Nibelheim incident when Cloud killed him the first time.

Hopefully someone who is well versed in DB and FFVII lore can comment.

 

[IKA]

Sephiroth is Very powerful, especially when it comes to FF VII. But he doesn't really have anything that could do real damage to Broly. Even of he summoned a meteor and blasted away the solar system, Broly shattered a dimension while fighting Gogeta. Plus Broly is learning to control that power without giving into into rage as lf this last chapter. 

 

I'm giving this to Broly, with ease.

I’m pretty versed in both and I am 100% confident that Broly wins easily. Like IKA said Broly and Gogeta shattered a dimension when they battled, neither Sephiroth nor anyone in FFVII lore has ever displayed that kind of power.
