Pretty sure Hermione missed out on normal children playtime, especially when it comes to dress up. I don't remember her ever taking care about her appearance as much, she was all natural. On the other hand, Stewie Griffin also isn't one that would make for a good fashionista, so I realistically don't know who'd win this. I'm giving Hermione the benefit of doubt and voting for her solely cause she's a girl and a teenage one at that, so she technically should have more experience when it comes to this.

Stevie may have a chance as he has been dressed up before and gone to pageants (if I remember correctly.)

At the same time Hermione does have magic on her side and may be able to use some of those abilities to create some interesting outfits for Stewie

Let us read the challenge:  "Who can make the other one look best".

I think Hermione has a much better chance of dressing up Stewie and making him look best than Stewie does of dressing up Hermione.
