Jafar seems to be the better choice here, as he is the type of villain that is better with deception and manipulation.

In fact, until Aladdin got the better of him, Jafar was manipulating the Sultan so well, it was almost as if Jafar was leading Agrabah himself in some ways.

Pete, try as he might, just doesn't have the same impact that Jafar does in these areas.

Although, one could give him props for manipulating Goofy in the Goofy movies, and perhaps Goof Troop as well.
