Cthulhu is able to target his powers and make single or groups of people go insane. He could easily make it so that anyone voting against him went insane. Plus his costume is freaking awesome and awe inspiring.

This is untrue, at least in the Call of Cthulhu. The insanity isn't a power of his, people go insane because he's such a freakishly alien and unnatural thing that he shatters their perception of reality. This may have been changed in other interpretations of Cthulhu, but in the original story he literally makes people die of fright or go insane just by existing

I'll have to recheck my copy once I'm back at home but you may be right. A quick search shows that he can psychically call to certain of his faithful:

"...There lay great Cthulhu and his hordes, hidden in green slimy vaults and sending out at last, after cycles incalculable, the thoughts that spread fear to the dreams of the sensitive and called imperiously to the faithful to come on a pilgrimage of liberation and restoration."
