Count Chocula is already redeeming Dracula's image. The Trix rabbit is a cereal crazed loon. Chocula is better at this.

Well, to be fair the Trix Rabbit can be pretty successful up until the point where he almost has the cereal.  If he stays away from a bowl of Trix he could do it.

The Trix Rabbit will spout whatever lies the Umbrella Corporation wants him to with the promise of a bowl of Trix, and people are a sucker for funny, unassuming rabbits. The Count, while not directly a reference to any of the Corporation's shady practices, still hits a little too close to home.

But the rabbit would be like hiring an addict, no one will trust him to be of any worth as a spokesman. The Count at least can keep a calm demeanor for a press conference.

The rabbit is perfectly calm, you make it sound like his the Cocoa Puffs bird.  That's more an addict than the Trix rabbit,

He's not perfectly calm. Every commercial has him scheming to get the cereal.

Count Chocula is already used to using monsters as a selling point. Umbrella corporation would be crazy for him not to be their spokesperson.

Scheming to get something you want that has been denied to you for decades for no good reason doesn't mean you're not calm, nor does it make him an addict as you previously said.

His schemes include such extremes as riding on the outside of a speeding train followed by a disguise to rob children (0:36). He tries to hide in a G-Force simulator to get away with stolen Trix (10:41) That seems like addict behavior. In fact, he frequently robs children of their cereal. (Too many times to timestamp) He displays the strength and reckless of a crackhead. (8:35 when he casually runs through a wooden fence, 10:00 when he leaps a bowling alley carrying a bowling ball casually because he dreams of Trix) A guy stealing from children definitely has a problem.

He is willing to rob children of their entire food supply (which granted is just Trix. Some really irresponsible parenting/tour guiding) on a safari to feed his addiction (11:10)

His problem is so bad, he will fly a spaceship  to try and steal cereal from children in space (9:08)

He takes on Agent 47 level disguises to go after this cereal. Not limited to the crime of impersonating a police officer (5:08). He also throws a news anchor out mid broadcast to hijack it (14:56).

He frequently jumps about and discusses how they drive him wild. He disassociates from reality. These are not the actions of a stable individual. He loses his faculties just thinking of Trix (0:08, 7:06, 7:40, 9:48, 10:29)

Secondly, he has gotten Trix before. His reaction was so intense he leaped up and smacked his head against the ceiling. Trix are clearly kept away from the rabbit because they are no good for him.

Count Chocula on the other hand introduces himself as the super sweet monster with the super sweet cereal. He may have a rivalry with Frankenberry, but both argue for the cereal on the merits of "monstrously chocolate flavor" or "strawberry sweeties." They may argue with one another, but they are still promoting their cereals in a sane way. Throw in that Umbrella has made an undead problem. Who better than an undead to try and help smooth it over?

To be an addict he'd have to actually get the cereal on a regular basis.  He's gotten then like three times in six decades.  Any high or dependence he had would have worked his way out of his system, He's by definition not an addict.  In fact, just about every time he's gotten the Trix it's been by popular vote, he's clearly adored and trusted by the public, perfect for solving a PR problem.

Not true. By the definition of addiction "Addiction is a neuropsychological disorder characterized by a persistent and intense urge to use a substance or engage in a behaviour that produces natural reward, despite substantial harm and other negative consequences." His desire for Trix and his putting himself in harm's way for it and his willingness to commit felonies for it certainly shows that. Not going to help a PR problem.

Man, Umbrella must be pretty hard up to pursue these two. :D 

Trix has a friendlier appearance as a rabbit, but he's also pretty high-strung even on his best day. Chocula is smoother, but his literally-vampiric looks may remind some of the monsters and whatnot that were a result of Umbrella's past workings. 

I'm thinking Umbrella may eventually look elsewhere for a mascot, but they'll probably take a longer look at the Count for his calmer approach beforehand. Still a close call, though, since they're both a little friendly for this.
