Ah, but was he dressed like a hobo, carrying a switch, and preaching the benefits of being a good boy? No, and that's a whole heap of power that my man B is bringing to the table.

From what I saw from the first Jeepers Creepers film, the Creeper's driven almost purely by hunger and instinct. Not sure Belsnickel can rehab him away from that.
