Every statue having the potential to be a weeping angel, or that which holds the image of an angel itself becoming an angel, like recordings or pictures, and they can spread really far in that time, and goddamn can they inspire fear and paranoia if they want to. One of the most terrifying races.

Except the Angels do not try and spread fear. They try and remain hidden. The angels are ill-suited to this challenge because they do not want to spread fear. They want to feed unobserved.

Are we assuming this is 1 Weeping Angel? If so it is quite limited in a way. All it takes is one person to look at it for long enough and it can't really do anything in that time as it is timelocked. Multiple Angels, then maybe they can do some damage - and I'd say a bunch of people being sent to random points in time is a source of fear.  

However, if timelocked, then in the meantime, Scrooge could be spending all his money making people happy.

They don't have to try. They can inspire fear and paranoia regardless just by being what they are, and them trying to remain hidden, that's not always true. An army of them descended onto that one alien planet in Matt Smith's run as the Doctor and they wiped out the entire planet clean.

They descend upon Manhattan and remain unknown. They are happy to set up a battery farm. The angels do not want people aware of them. They want to feed and remain hidden.
