Chief's suit did survive reentry, but his visor was also cracked by Locke. If anyone has the strength to break through his armor, Android 8 has a good shot. Guns are also pretty much a non-factor in the Dragon Ball universe. As early as the first chapters, Goku was able to shrug off bullets no problem. Chief's guns are a bit more powerful, but I don't imagine they would be strong enough to deal substantial damage. His higher strength weapons are slower and not really in his standard loadout. I'm leaning Android 8
