Mim would probably do better here. Both have transformation magic, but Mim is much more proactive with using them, and she is much more unhinged, which is pretty scary

Yeah, Ursula's best magic feats were performed with Triton's trident. Mim has at least comparable magic power on her own, and she's definitely more diverse with it. At the very least, she'll defintely have Scooby and Shaggy running scared. At worst, Mim has no compunctions with threatening or actually inflicting bodily harm upon Mystery, Inc. to scare them off.
