No idea who Tyr is, but Hades would likely be pretty bad at this

Tyr is a war god. 

But Hades is a death god. I really don't think farmers want death associated with crops.

As a Norse war god Tyr could feed his followers the same way the Vikings of old feed their people: raiding and pillaging the food and crops from the warmer, softer lands. It’s a tried and proven solution to food shortages, and it’s more practical and straightforward then whatever Hades could come up with.
