If the goal is planetary invasion, the Qu are incredibly good at it. The Gravitals (beings considered far weaker than the Qu) were able to snuff out planets by first blacking out the atmosphere, then hitting them with orbital bombarding asteroids to annihilate any further resistance the planet may have. Even stronger than that, the Star People (the descendants of humanity) had weapons that could "nova stars and destroy star systems," and the Qu were able to wipe out almost every single Star People colony in one swift motion, so their weapons must have been even stronger than that. The Qu's strongest ability, however, if their genetics. They were able to defeat a galaxy-wide human-descendant empire, then turned the humans of the worlds they defeated into grotesque, strange, and animalistic lifeforms which barely resembled their previous selves. Some of these are for practical purposes, and some are merely for their own amusement. The Decepticons won't be able to get a foothold on the Earth without getting orbital bombardments, and the Qu also have powerful nanotech which helps them with their genetic engineering of species. Once they catch a Decepticon, they will likely be able to study it and engineer it as well, turning it into a weapon against its peers, much like the (again, less advanced) Asteromorphs do to the Gravitals. 

If you haven't read All Tomorrows, give it a read. It's a fascinating book by an artist speculating on the possible future of humanity, and the Qu are the catalyst of humanity's change in that story. The Decepticons are strong opponents to be sure, but the Qu can simply make it impossible for them to take any ground on the surface, and as soon as they capture one, they'll be able to deconstruct and reconstruct it on a molecular level to change them into a useful tool. The galaxy-spanning, highly advanced Star People got utterly annihilated by the Qu, and I don't see the Decepticons doing much better

Strong points. Granted, I'm entirely unfamiliar with the Qu.

I don't see any rebuttal, though, so it seems reasonable to me.
