If Flash just abuses his speed advantage, he's got a good shot, but the fights aren't bloodlusted. Flash's shenanigans might cost him. Also, the tier restriction means most of his speed force stuff is probably off limits

Apocalypse is arrogant as all get out. Wally knowing the tier of this fight will hit hard to start.

Wally is not above going for lethal in his opening gambit as evidenced here. I think Wally can take Apocalypse as Apocalypse's best speed feats are relative to Quicksilver.

 

And as Avengers vs JLA showed us (which is canon in the DC timeline prior to New 52), Wally is faster than Pietro.

Apocalypse can react to superspeeds catching an axe thrown by thor tagging quicksilver on 2 separate occasions  and outright stating superspeed is useless against him  he can counter most of flash's attacks and only needs one shot to win this  even if flash tags him  Apocalypse could take a form that the blunt strikes of flash  couldn't hurt it is highly unlikly flash will find a way to put Apocalypse before Apocalypse can land one hit

Sure he's fought speedsters before, but Quicksilver is in no way in any of the Flash's league. Even the youngest speedster in the DC universe is fast enough to catch up to guys like Superman, while Quicksilver has trouble going up against guys that are mostly known for their strength like Apocalypse and has been hit by Cyclops's optic blast, who is in no way a speedster or a brawler.

no but cyclops optic blasts can move upto the speed of light and so can quicksilver  flash is way faster but there casual speeds are about the same  rarely pushing himself unless he has too and even if flash lands it would take his crazier  attacks to put Apocalypse down  and Apocalypse could put him down with very little effort.
