Garret. He's the most subtle and careful of these two and the most well equipped. Torches of any kind, he's got water arrows to put them out. Need to walk on noisy surface? Use moss arrows. Knock out a guard? Billy club to the head. Catwoman while stealthy as well has been known to be caught by the entire Bat Family almost no matter the heist, despite her having the right gagdets like her whips, claws as well as electronic jamming devices.

This is a good matchup. I'm not sure where to put this because Catwoman probably is more acrobatic and faster than Garret, but Garrett is probably the better with lockpicks. Catwoman makes up time getting between homes, and Garrett makes it with being the better lockpick. This is a tough one.

Getting caught by the bat family is hardly a disqualifier because it's the bat family. She makes a clown out of most other law enforcement, mafiosos, and agencies.

Catwoman has proven to be one of the most prolific and efficient thieves out there time and time again. Pretty much no one other than a highly trained detective/vigilante will catch Catwoman, and she's also incredibly good at lockpicking and safe cracking, and I think her top movement speed outclasses Garrett's, as she can outrun sharks in the water, a big cat, and is fast enough to impress Captain Cold, a Flash villain. In another challenge, Garrett's versatility might win the day, but this one is very straightforward, and Catwoman's straightforward skillset, lifetime of experience, and superior speed should win the day
