Of course. The Anti-Monitor tiers into tier 1 when he's in the Anti-Matter universe because he's effectively omniscient there. Not quite, but he controls anti-matter, so he controls the universe, if memory serves. Crisis takes places outside of the Anti-Matter universe, so it's an applicable feat. In fact, the Anti-Monitor listed as Tier 2 on the Wiki is specifically the one from Crisis

Was genuinely going to say this. I'm a big fan of fights having basis in canon (mostly cause it's easier to scale characters that exist within any one universe), and this one has pretty hard basis behind it.
