I feel like this fight already happened, but I might be misremembering. In any case, I think The Question has a good shot at this. Lecter's best asset is his manipulation, but that would have to be pretty indirect in this challenge because I don't assume they're interacting all that much personally. Also, the Question is used to dealing with criminal geniuses, and is careful enough that he wouldn't expose himself to too much risk. He would also pretty easily outsmart any underlings Lecter may have, whoever those are, and steal valuable information from them

Hannibal doesn't really have a network per-se.  What he has is a trail of victims to follow.

The likely outcome of this is the Question and Hannibal end-up facing off against each other.  That would be a very interesting psychological drama to watch, indeed.
