Artemis Fowl is very intimidating, from what I've read, due to having something called a "vampiric" appearance. That might be enough to control a politician, but I don't know if it's enough to put Darkwing Duck off his trail, due to the fact that he's faced actual vampires before. I don't know anything more, beyond superficial things about Artemis Fowl, but Darkwing Duck is something that I hold close to my heart so I feel like I'm definitely leaning more towards him due to familiarity.

I can highly recommend the Artemis book series for anybody who hasn’t read it : ) 

As for this battle, Artemis thrives on having contingency after contingency just in case, plus has proven to be capable of outsmarting and tricking armies of the more supernatural, fantasy creatures he encounters, many of which are much older and experienced, in the hundreds to thousands of years older and several super geniuses among them, controlling a politician is child’s play

Fowl? Darkwing Duck has vast experience in thwarting the plans of F.O.W.L. (The Fiendish Organization for World Larceny) who specialize in operating and scheming from the shadows, literally. So this fight is definitely up his alley.

As for this fowl, I am not overly familiar with Artemis Fowl II, only that the people who really liked the books really hated the movie.
