As for the fight though, Caesar is a very clever ape but Smith doesn’t lack for intelligence himself and he’s got superhuman attributes and is armed, I’m favoring the Agent here.

The tier of this Agent Smith is the lowest possible

Evaluated outside of the Matrix, the character really is a generic secret service agent with a pistol and whatever training goes with it.  So, we have generic human agent vs. smart ape. Apes are faster and more athletic than humans.

If you evaluate Smith inside the Matrix and factor in his Matrix shenanigans, then you have to evaluate Caesar inside the Matrix and give him all the benefit of having an Operator guiding him and feeding him programs.

For me the cleanest evaluation is outside the Matrix and I like Caesar in that scenario.

Agent Smith in his lowest form dodges bullets and beats the hell out of plugged in and trained enemies.

Caesar is weaker, slower, and has not consistently fought Gun-Fu battles against highly skilled opponents. Smith takes this one with ease.

Can he dodge bullets outside the matrix? I never saw the sequels.

The only way to interpret Smith is as he/it appears in the first Matrix. A bullet dodging program personified. I would say in the real world it would be silly to include the teleportation and body snatching mechanic of agents, but the physical powers should stand or there's just no fight anyway.

Like I said in Smith’s last match, the guy can body snatch and overwhelm his opponent through sheer numbers. I’m pretty sure their’s going to be dozens of orcs patrolling Mount Doom for him to use. Even if their isn’t, Smith is faster and a better fighter then Caesar so he’ll win regardless.
