She's the same woman who encouraged Ace to make Nitro-9 when she was in her 7th incarnation. I think it's safe to say she's diverse with chemistry.

Agreed. 

In a straight up battle between these two I'd say they were almost on par (although possibly less so with this incarnation of the doctor who hasn't displayed some of the battle-readiness or cunning of the others); but Rick takes this in terms of science. He created a whole park inside someone's body, created a clone from a finger, can mess with the basic chemical composition of matter, etc, all of which require chemistry. 

At the heart of it, the Doctor is a genius time traveller, whereas Rick is a genius super scientist (who also does time travel if he has to), hence the win in this scenario.
