This kind of depends on a few factors. Does it have to be made out of wood? Do they have to build it themselves, or just design it?

Malcom is incredibly smart, but as far as I can remember he wasn't especially creative and was especially not good with his hands. If he has to build it himself, he's in some real trouble in my estimation. He could arguably design a great treehouse, but actually building it would be a real struggle for him. 

Toph, on the other hand, is where this gets dicey. If she can build it out of think sheets of rock and find a tree that could support that, then this is an easy W for her. If she's not allowed to use rock though, it's gonna be a much harder sell. She could still metalbend the nails and such in place, and despite being blind, I actually think she would be better at building the treehouse than Malcom with her seismic sense essentially still letting her see what she's doing. Malcom may be able to design a better treehouse, I'm not sure, but I highly doubt he'd be able to effectively build one, while Toph would be able to build with a lot fewer restrictions. Also, while Toph does tend to keep things simple, we've seen with her sand sculptures, the way she dresses in Ba Sing Se, and a few other times that the simplicity is a choice, an active rejection of the fancy upbringing she was born into, so she can definitely make fancy things if properly motivated

This might prove difficult for Toph due to her physical disabilities.

This is pretty much my thoughts on it as well. It really depends on that and Toph finding a tree that could support the weight.
