I mean, he works at the North Pole where toys are made by the elves.  He's got the connections and he's sitting on the toy source.

Not to mentioned Rudolph also knows the Misfit Toys, in Rankin-Bass continuity as well, so that adds even more toys to his arsenal.

The Grinch may have won favor in Whoville later on, but he's still the Grinch, which would turn off much of the people who may have donated to him.
