Also, and I'm no expert on the show Chloe is from, but doesn't she have some athletic ability because of being a super-heroine (or villain)?

Chloe would probably be quite skilled here, but Pan will probably win it by outlasting her, more than by overpowering her, as Peter's greatest skill is the perseverance of his character.

With the Bee Miraculous, Chloe becomes the hero known as Queen Bee. If Chloe has any negative emotions, this will draw Hawk Moth’s attention, and he will turn her into a villain. So as a hero or a villain, Chloe could win this.

Also, Chloe could pay people to throw snowballs at Peter Pan.

Seems like outside help. Why not give Peter Pan his crew of kids as well then, who could all fly alongside him?
