Doc Savage is on Batman levels of thinking, he inspired Batman. As good a spy and strategist as Fury is Doc will have him outclassed.

I don't think it's that clear cut, Nick Fury is considered the best strategist on a planet filled with superhuman individuals. Superhuman not in the powers they possess, but superhuman in the fact that their intelligence is literally impossible to achieve for us at the moment.

I'm no chess expert, certainly, but I have heard a lot of it has to do with how many moves you can think ahead.

This one is difficult.  It's a toss-up really, but I'm leaning to Nick Fury. I think he brings the Thinking Moves Ahead bit.
