Coulson has been able to lead a team. A circus should be no problem.

And another thing, Quake and Elena "Yoyo" Rodriguez are Inhumans on the team so, super powered people would impress people anyway so, Coulson I think has this in the bag anyway.

While Tommy does have a lot of money by the end of the story in Vice City and resources he does have a temper.

Pretty much this. He doesn't have the temper to run a proper business that doesn't involve "Might Makes Right". If he's allowed to physically abuse and verbally assault the animals/people working for the circus, he could do it. Otherwise, 9/10 times at least, I'd give it to Coulson.
