This one is tricky. It doesn't look like either of them really has any experience in this. My best argument is that Arthur has pretty vast experience using horses, and that he's a general all-rounder in terms of his skills. He can ride various animals and can tame wild horses, which as far as I remember probably puts his animal handling above Munny's. Arthur can teach his horse some very limited tricks, such as drifting, rearing, and dressage moves, and while that's not overly impressive, it's more than I can say for Munny, so I think Arthur wins.
