Both of these guys are smart and have been shown to be great at reverse engineering tech. The real difference here is the sophistication of the tech that each brings to the table - and by that I mean that the science and level of technology behind Lex's inventions are going to be basic compared to anything that Kang is used to.

His will be far in advance, and Lex will need to spend time figuring out the basics of a super advanced technology whereas Kang will have already completed the task. 

A good match, but ultimately a thorough win for Kang.

This is my perspective too. Luthor can do it but it will take him longer. So that would give Kang the win.
