Whilst both are accomplished scientists, I think Rick has a more diverse and flashier range to demonstrate and win funding at a science fair. He is his own worst enemy, and agreed - could easily turn up drunk, simply get bored half way through, or go too far and turn everone into pickles. That said, High Evolutionary is not exactly the poster boy for sanity either. 

I've giving this to Rick.

I mean, Rick is a dick, but the High Evolutionary is straight up evil. The way I see it is that Rick creates something that benefits a lot of society on a whim (cause he's that good) and acts like it was no big deal for him, but Evolutionary is basically for all intents and purposes an Eugenicist. I don't think people would vibe well with that. Might even get himself cancelled.

Rick is better at making a good spectacle for the audience (he created a whole mini world for child Beth) and making useful inventions for humanity (he keeps making the most trivial things for jerry and morty, but also makes a device that reversibly adjusts your intelligence/strength/dexterity/etc in real time for summer). He's also good at reading human emotions as seen in suicide spaghetti episode (no spoilers since it's a new season). High Evolutionary seems completely detached from creatures that aren't him, I don't think he understands what the average science Joe will relate to.
