Joker is a wild card to me in this category. On the one hand, he's not an especially great fighter, but on the other hand, his arsenal is pretty wacky and sometimes lets him get the upper hand on people objectively far stronger than him. If he has his gas, for example, that's an easy win con here. Most likely, though, he wouldn't and he isn't fighting someone who doesn't kill now. I'd think Red Sonja should have this

I think the terrain favors Sonja

I’m betting on Sonja. Joker might have his nutty gadgets, but Sonja is stronger, tougher, and faster. The environment will allow her plenty of cover in case the clown has a gun or shoots his acid and finally, I think ultimately the Clown Prince of Crime’s big mouth and tendency to monologue and talk during a fight will give Sonja her opening to turn the Jester of Genocide inside out.
