Magpie seems to run around in black bra and panties, essentially.  That's a simple and effective look for her, but it just doesn't have the same panache as wearing a pickle on your head.

I think I like Condiment King here.

Get the most Free Food? Condiment King is most likely going to be mistaken for a mascot and put to work. Magpie has always been a fanservice joke villain.

Magpie as a skimpy villain? That kind of outfit would be a dime a dozen at a convention. Boring and not really likely to get that much support. But Condiment King? That outfit’s bold, he can be a real bro by saucing up plenty of meals for free and that should earn him points.

I can see MAgpie getting a bunch of cosplayers if she became in anyway popular, but popular doesn't exactly mean loved. I feel like if either of the two would win, it's gonna be Condiment King. Magpie is sexy and devious yes, but it's not like she's Rogue, Korra, Chun-Li or even Batgirl. More people know about Condiment King because he's the lolcow of Gotham, making him even more of a loveable dork.
