This is somewhat tricky because both have vague universal scalings. However, I consider Galaxia's to be more concrete, and she actually scales to multiple universe-level artifacts. Death Battle scaled her to 8 universes, which is admittedly a high ball, but she definitely scales above base Sailor Moon who destroyed an entire mirror universe. While Omega Shenron is stated to be universal, I don't buy that, as I've said before. Especially if we're scaling the DB universe to be bigger than our universe like Death Battle does, then it really doesn't make sense to go from "multi-galaxy buster" to "universe buster" with what is stated to be a 10x power increase. So like I said, they both have nebulous universal scalings that can be interpreted as much higher and much lower depending on how you look at it, but most concretely, Sailor Moon destroyed a being whose body was a mirror universe, stated to be as big as our own I believe, and Galaxia is substantially stronger than base Sailor Moon
