This one is interesting because it's actually a reversal of Hellboy's usual fights. He is faster according to the wikis and the general SF scaling as I understand it (High Hypersonic vs. Sagat's Supersonic+), and while Sagat's attack potency is said to be City tier, I would need to see actual evidence of that. The reasoning for that is that Sagat scales to Ryu, who scales to M. Bison, who once one-shot a city, but that's doesn't necessarily mean that they can hit as hard as a city busting attack just because M. Bison did so once in a bad ending to the game. It certainly doesn't logically follow to me, at least, because not every attack of his is going to be anywhere near that powerful. Plus, Sagat got 1-shot by Ryu once he went all evil anyway. 

This fight I like Hellboy so far. He's quicker, he's debatably less durable (again, if you buy the Vs. Battle wiki scaling, which I find incredibly dubious), but his Regen makes up for that, if he sticks it out long enough he can get a win I feel, but I'm not overly familiar with Sagat

A regular brawl is very much up Hellboy’s alley, especially with his more demonic powers in play. Small island should mean his speed and regeneration should win out.

I am a big fan of Sagat, but I can't think of an argument for him to beat Hellboy.
