Well, this matchup definitely leans more towards Halloween than Christmas. 

With enough effort, a Djinn costume would win points for elaboration, as opposed to Jack's more simplistic design:

The reason Jack would win is because of anything, recognizability. He can dress as anything and it would seem like a great twist on a Christmas creature or character and vice versa with a halloween one, most notably his take on Santa or an elf. The Djinn on the other hand, I would assume many would look at him and while think he's cool, would constantly guess who he's supposed to be. "Green Goblin? No, Hob Goblin? The Jackal? Picolo? A Namek of some kind? Wait, are you supposed to be something from Baldurs Gate?". Give it to Jack.

I could easily see someone banking almost strictly on Jack's popularity to win the contest for them and phoning it in with a costume by, say, putting on a simple black-and-white striped suit and some white face paint. 

The Djinn's costume, though, would take some real effort to not only make it look authentic, but to convincingly act out the part of the Wishmaster with charisma and make it memorable. 

If you can pull this off to perfection, you're pretty certain to get more than a few judges' votes:
