Seven has access to Borg nano-probes, as well as tech that can active the nerves of/animate the dead, infact in some cases they can bring the dead back to life.

Truth is though all she really needs is her nano-probes. A Borg drone is a monster enough for most people. 

Also most of what Doofenshmirtz tries to build/invent fails.

I think Seven of Nine has a better chance of success. She has more advanced technology and knowledge than Doofenshmirtz, and she has experience with creating and modifying life forms, especially with the Borg nanoprobes. Doofenshmirtz’s monsters would likely be flawed, ineffective, or self-destructive, as most of his inventions were. Seven of Nine’s monsters would be more powerful, efficient, and adaptable, as the Borg were.

Norm's a robot and while he serves as an antagonist in the story, he isn't really a monster. At least not in the way something like a Borg drone is.

Seven is a pragmatist and a perfectionist. If building the best monster is what is needed for her team to succeed and for her to return to her home dimension and friends. Than she is gonna build the best damn monster she can.

Also the challenge asks. Which scientists can build the best monster, not which one would try and build a monster in character.

7 Builds a Monster which can get Voyager home. Janeway decides to not use it. Releases the monster. It is never brought up again.
